Brief Note

       Pradhan Mantri Kaushal Vikas Yojana 4.0 (PMKVY 4.0) will be implemented between FY 2022-26 with a strong emphasis on making the program candidate-centric by creating an enabling ecosystem to meet emerging sectoral needs. 2. Rules and Guidelines - Unemployed candidates who will undergo training/ orientation under this project shall not be currently enrolled in regular academic programs.
1. The candidates to be enrolled under PMKVY4.0 shall not hold any: 
     a) Degree, diploma, or any Government-sponsored certificates related to skills, OR
     b) National Skills Qualifications Framework certification, OR
    c) Certificate consequent to any training which was funded by the Government of India, any State Government, or any of their competent authority, for the same or similar job role and for the same target level or above.
2. The last date of enrollment under this scheme is January 1, 2024. 
3. The batches would start from the last week of January/first week of January 2023.
4. The duration of the current phase of the program is up to March 31,2024. 
5. The candidates may be provided On-the-job training (widely known as OJT) as per the Job Role selected and would also be assisted in getting employment 
6. Eligible Candidates will be registered using the online link provided on the Pradhan Mantri Kaushal Vikas Yojana 4.0 website.
7. 75% attendance is mandatory for giving certification examination
8. Mandatory Attendance of candidates using Aadhar-Enabled Biometric Attendance System (AEBAS) / NSDC’s PMKVY Attendance Management System App would be captured.
9. PMKVY has a maximum age range of 15 to 45.

1.Objective of the Scheme:

👉a.Promote an enabling ecosystem for the youth to get skilled and choose a career path aligned with their abilities and aspirations.

👉b. Enable the delivery of skill training in a market-oriented and demand-driven manner by making the existing skilling ecosystem more flexible, swift, and geared to meet the emerging demand.

👉c. Process overhauling of the skill ecosystem by leveraging technology, innovative financing, and digitalization.

2.Implementation through Skill Hubs:

Skill Hubs can be set up in State and Central Government Schools, Higher education institutes (HEIs), Colleges, and Universities (including Skill Universities) with requisite infrastructure for providing Short Term Training under PMKVY 4.0. The information on Skill Hub is available at www.pmkvyofficial.org.

3. Selection of Job Role for Training:

a. Under PMKVY 4.0, it is proposed to offer various demand-driven and industry-linked skilling courses including new-age courses like Drone, 3D Printing, Robotics, AI, etc. Kindly select the job roles mentioned in the attached Excel only.

b. Details of the respective Job Role including the infrastructure requirement, trainer qualification, candidate eligibility, etc. are mentioned in the respective Qualification Pack of the Job Role which can be accessed at www.nqr.gov.in.

c. Equipment specification and other specification details are available at https://admin.skillindiadigital.gov.in/knowledge-bank.

      4.       Pre-Requisites for Training:

a.       Infrastructure: i.     

Availability of adequate classrooms for theory classes and laboratory depending on the Job Role to be opted. (For e.g., Computer Lab in case of Data Entry Operator). More details are available under the “Training Partner and Centre” section of www.skillindia.gov.in .

ii. Functional Aadhaar Enabled Biometric Attendance System (AEBAS) registered on the NIC platform.

 b.      Trainer: A teacher/Trainer available in the own institution with domain experience or a certified trainer (list available on Skill India Portal) can also be engaged.




5.     5. Selection of Candidates:

a. The scheme targets school/college dropouts, out-of-education, and unemployed youths in the age group of 15-45 years (refer to Job role age criteria).

b.The educational institutions are allowed to train 40% of in-school students (their own school or any other school) and 60% must be out-of-school youth.

c .Eligibility criteria for the selection of candidates is defined in the respective course curriculum of the Job Role to be offered.

       6.       Implementation Modalities:

a.       National Skill Development Corporation (NSDC) is the implementing arm of the Ministry and shall provide all required handholding support and technical assistance in the implementation of PMKVY 4.0 in Skill Hubs. 

b. The entire training life cycle from enrolment to certification and tracking will be done through Skill India Digital which necessary orientation and handholding support will be provided by NSDC (www.skillindia.gov.in). 

c. On-the-Job Training (OJT) has been mandated under the scheme in applicable Job Roles. It shall be the responsibility of the institutions to arrange for OJT in nearby industry or establishments.

d. In case of Skill Hubs or other special circumstances, in districts where OJT is not feasible, project work may be permitted in lieu of OJT.

e. Assessment and certification would be done through the third-party agencies namely, Sector Skill Councils (SSCs) or any other National Council for Vocational Education and Training (NCVET) approved awarding body. The State Education Board/Technical Education Board can also become an awarding body under NCVET.

f. Registration of the Skill Hub (institution) on Skill India Digital with requisite details of available classroom, labs, trainers, etc.

g. Mandatory daily AEBAS attendance of Candidate, Trainer, and Assessor.

7. The target allocation is for the financial year 2023-24.

 Hence, the commencement of training should be done as soon as possible.

    8. Financial Provisions

a.       The training payout to the project implementing agency would be as per PMKVY 4.0 i.e.,

b. Average training cost for 300 hours duration in STT would be around Rs. 9,540 per candidate which includes base training cost (trainer salary, teaching aid, raw material, infrastructure cost) @ Rs. 27.891 per hour, assessment & certification of Rs. 600/- per assessment, induction kit including T-Shirt and Bag of a maximum of Rs. 500/- per kit, insurance for candidates of Rs. 14.16/-, AEBAS transaction fees of Rs. 1 0/- and candidate's mobile tracking allowance of Rs. 50/-. Payouts for all Training Providers including Skill Hubs.

c. Post 31 Mar 23, payments for all Training Providers including Skill Hubs will be in three tranches in the ratio 30:30:40. The first tranche will be paid immediately on enrollment for all candidates, the second on batch achieving 70% AEBAS attendance once and 50% of the training is over, and 40% on certification.
