           The online counseling and entrance examination process in the state, aided, public private partnership and private sector polytechnic institutions of the state is decided as follows:-

1. Online Application Process

i. Joint Entrance Examination Council, Uttar Pradesh, Lucknow will start the online application portal for admission in the first year of the upcoming session in the month of January. For the year 2024, online application forms of the candidates will be made available on the portal between January 08, 2024 and 29.02.2024.

ii.While applying online, the candidate has to provide personal details, details related to educational qualification, category, sub-category,

3. Entrance Exam

Joint Entrance Examination (Polytechnic) will be conducted through online mode in all the districts of the state. There will be multiple choice objective type questions in the entrance examination.

There will be four answer options in each question in the question paper and 04 marks will be given for the correct answer to each question, out of the four answer options, only one will be the correct answer. There will be 100 questions in each question paper. No negative marks will be given for giving wrong answers in the entrance examination. If the marks of more than one candidate are equal, the merit ranking of the candidate will be determined first on the basis of marks obtained in the minimum educational qualification prescribed for the concerned course, then in case of equal percentage of marks obtained in the minimum educational qualification, it will be determined on the basis of date of birth. will go. 4. Declaration of result

5. Reservation

Reservation will be applicable as per the latest government orders issued from time to time for educational recruitment in the state by the Uttar Pradesh government.

6. Admission Preference

i. First of all, candidates who are natives of Uttar Pradesh or who have passed the qualifying examination prescribed for admission from any recognized educational institution located in Uttar Pradesh or children of Central Government employees who are posted in offices located in Uttar Pradesh, are eligible for admission. Preference will be given in allotment.

ii.

If seats for admission remain vacant after giving admission through main counseling for the above category candidates, then eligible candidates from other states will be considered for admission through special counseling on the basis of rank. If a foreign student is selected in the Joint Entrance Examination, then it is necessary for him to be nominated/recommended for admission by his country and for his admission to be nominated/recommended/agreed by the Central Government.

7. Health

For admission to the diploma courses running in the institutions affiliated to the Council of Technical Education, the candidate should be mentally and physically healthy and there should not be any deficiency in his body due to which he cannot complete the professional work efficiently. Every candidate will have to produce a health certificate issued by a doctor before taking admission. Each eye should not be less than the medical standard when tested in daylight without spectacles or with spectacles. 9. Allocation of Institution/Course

To start the process of allotment of seats in any group, seats will be allotted to the candidates in the order of priority list of that group on the basis of seat matrix through the computerized system of NIC. For each candidate, it will be examined whether a seat can be allotted in the option given by him on the basis of his merit and reservation category for the institution and course of his first preference option. If it is not so, the same computerized process will be repeated for the institution and course of the next option identified by him in the order of preference, unless he

Thereafter, the same process will be adopted for the candidates of the next priority and in the same sequence, seats will be allotted for all the candidates by following this computerized process, until all the qualified candidates are selected.

10. Process of counseling and stages

i.

To participate in counselling, the candidate must first login to portal 0D using his login ID and password.

By logging on to https://jeecup.admissions.nic.in, select the institute course for study.

Maximum number of options can be entered on the portal. All stages of counseling will be online. All the stages of counseling were divided into the following two parts on the basis of process. ii.

A. Children of candidates of Uttar Pradesh state who appeared in the main counseling entrance examination or candidates who are natives of other states but have passed the qualifying examination from Uttar Pradesh or employees of such centers whose offices are located in Uttar Pradesh.

B. Special Counseling (for the candidates mentioned at point A above identified as candidates of Uttar Pradesh state appearing in the entrance examination as well as for the candidates of other states appearing in the entrance examination)

Main counseling will be completed in first, second and third phase, special counseling will be completed from fourth phase till the last phase.

Processes to be done at each stage of counseling like selection of institution and course, record verification, fee submission, application for counseling stages, rules for cancellation of allotted seats, duration for each stage, withdrawal from the counseling process, admission in the institute. The reporting etc. of the students will be decided by the Joint Entrance Examination Council, Uttar Pradesh.

a) The seats allotted to the candidates will be automatically frozen. After allotment of seats in government and aided institutions, candidates have to pay seat acceptance fee of Rs. 3000 and counseling fee of Rs. 250 i.e. total Rs. 3250 online, after getting their records verified through the help centers, the remaining tuition fee will be paid as per the counseling schedule. As per the prescribed dates, it will have to be submitted through the portal, after which the candidate will have to download the provisional admission letter.

b) After allotment of seats in private sector institutions, the candidates will have to deposit the seat acceptance fee equal to 50 percent of the tuition fee and Rs 250/- counseling fee on the portal, after which the candidates will get the provisional admission letter after getting their records verified through the help centres. Must download. The remaining tuition fee will have to be deposited in the account of the institution as per the schedule prescribed by the institution.

c) The above mentioned rules of depositing the prescribed fees as per government and aided institutions will be applicable to the candidates allotted on government seats in Public Private Partnership institutions, whereas the candidates allotted on private sector seats will have to deposit the fee like the candidates allotted in private sector institutions. To do this, the above prescribed rules will be applicable.

Candidates will be able to choose the option of refund of seat acceptance fee under the online seat withdrawal facility provided at each stage of main and special counselling. Also, such candidates who have deposited the seat acceptance fee, but have not got their documents verified by the prescribed date of that stage.

On the recommendation of the Secretary, Joint Entrance Examination Council, Uttar Pradesh, on the recommendation of the Secretary, Council of Technical Education, Uttar Pradesh, when the matter of charging more than the fee fixed for a particular session by the Governance/Fees and Admission Regulation Committee, Uttar Pradesh, for the candidates allotted by counselling, comes to its notice. If the candidate faces any kind of problem or is not given admission in the institute after allotment of the institute/course through counselling, then in such a situation, after getting his/her claim examined at the Joint Entrance Examination Council level, he/she will be considered for admission in the concerned institute. Action will be taken and necessary action will be taken against such institution.

ix. After the candidates get admission in the institution through admission counselling, it will be mandatory for the Principal/Director of the institution to submit the PI (Participating Institute) reporting of the list of admitted candidates on the portal of NIC by the date prescribed in the counseling programme, so that the admission of the admitted candidates will be confirmed in NIC. can be confirmed in the software, which will be considered as the final admission.

           प्रदेश की राजकीय, अनुदानित, पब्लिक प्राईवेट पार्टनरशिप एवं निजी क्षेत्र की पालीटेक्निक संस्थाओं में आनलाइन काउन्सिलिंग एवं प्रवेश परीक्षा प्रक्रिया का र्निधारण निम्नवत् किया जाता है:-

1. आनलाइन आवेदन प्रक्रिया

i. संयुक्त प्रवेश परीक्षा परिषद, उ०प्र०, लखनऊ द्वारा आगामी सत्र के प्रथम वर्ष में प्रवेश के लिए ऑनलाइन आवेदन का पोर्टल जनवरी माह में प्रारम्भ करा दिया जायेगा। वर्ष 2024 में अभ्यर्थियों के आनलाइन आवेदन पत्र दिनांक जनवरी 08, के मध्य पोर्टल पर 2024.02.29 से 2024 उपलब्ध कराये जायेंगे।

ii.ऑनलाइन आवेदन करते समय अभ्यर्थी को व्यक्तिगत विवरण, शैक्षिक योग्यता सम्बन्धी विवरण, वर्ग, उपवर्ग,

पाठ्यक्रम ग्रुप केन्द्र के लिए चयनित जनपद आदि समस्त विवरण ऑनलाइन पंजीकृत कराने होंगे। वर्ष-2024 में

53 दिनों का समय (दिनांक 08.01.2024 से 29.02.2024 तक) प्रदान कराया जा रहा है।

III अभ्यर्थी की आयु उत्तर प्रदेश प्राविधिक शिक्षा (प्रवेश परीक्षाओं का संचालन एवं प्रमाण पत्र और डिप्लोमा का प्रदान किया जाना) विनियमावली, 1992 (यथा संशोधित) द्वारा निर्धारित सीमा (वर्तमान में सत्र के प्रारम्भ अर्थात् 01 जुलाई को) 14 वर्ष से कम नहीं होनी चाहिए, के अनुरूप होगी। प्रत्येक ग्रुप / पाठ्यक्रम हेतु न्यूनतम शैक्षिक अर्हता समय-समय पर जारी होने वाले शासनादेश/विनियमावली के अधीन होगी।

ऑनलाइन आवेदन हेतु संयुक्त प्रवेश परीक्षा परिषद द्वारा निर्धारित पंजीकरण शुल्क (अनुसूचित जाति/अनुसूचित

3. प्रवेश परीक्षा

संयुक्त प्रवेश परीक्षा (पालीटेक्निक) ऑनलाइन विधि से प्रदेश के समस्त जनपदों में आयोजित की जायेगी। प्रवेश परीक्षा में बहु-विकल्पीय (Multiple Choice Objective Type Question) प्रश्न होगे।

उत्तर प्रदेश सरकार द्वारा राज्य में लागू शैक्षिक भर्ती हेतु समय-समय पर निर्गत नवीनतम शासनादेशों के अनुरूप आरक्षण लागू होगा।

6. प्रवेश वरीयता

i. सर्वप्रथम अभ्यर्थी जो उत्तर प्रदेश के मूल निवासी हैं अथवा जिन्होंने प्रवेश हेतु निर्धारित अर्हकारी परीक्षा उत्तर प्रदेश में स्थित किसी मान्यता प्राप्त शिक्षण संस्था से उत्तीर्ण की हो अथवा केन्द्र सरकार के उन कर्मचारियों की संतान, जिनकी तैनाती उत्तर प्रदेश में स्थित कार्यालय में हो, को प्रवेश आवंटन में वरीयता दी जायेगी।

प्राविधिक शिक्षा परिषद से सम्बद्ध संस्थाओं में चल रहे डिप्लोमा पाठ्यक्रमों में प्रवेश हेतु अभ्यर्थी को मानसिक तथा शारीरिक रूप से स्वस्थ होना चाहिए एवं उसके शरीर में ऐसी कोई कमी नहीं होनी चाहिए, जिसके कारण वह प्रोफेशन का कार्य दक्षता से सम्पन्न न कर सके। प्रत्येक अभ्यर्थी को प्रवेश लेने से पूर्व चिकित्सक द्वारा निर्गत स्वस्थता प्रमाण पत्र प्रस्तुत करना होगा। प्रत्येक नेत्र बिना चश्में या चश्मे के साथ दिन के प्रकाश में परीक्षण किये जाने पर चिकित्सा मानक से कम नहीं होना चाहिए। ग्रुप-1 (एयरोनाटिक्स से सम्बन्धित पाठ्यक्रम) में अध्ययन हेतु अभ्यर्थी को वर्णान्धता (Colour Blindness) से मुक्त होना आवश्यक है। शैक्षिक योग्यता के आधार पर अर्ह दिव्यांगजनों को उत्तर प्रदेश राज्य सरकार के शासनादेश के अनुसार समय-समय पर देय आरक्षण एवं सुविधाओं का लाभ अनुमन्य होगा।

8. शिक्षण शुल्क

शिक्षण शुल्क/छात्रावास शुल्क समय-समय पर जारी शासनादेशों के अनुरूप होगा।

9. संस्था/पाठ्यक्रम का आवंटन

किसी भी ग्रुप में सीटों के आवंटन की प्रक्रिया प्रारम्भ करने के लिए उस ग्रुप की वरीयता सूची के क्रम में अभ्यर्थियों को एन०आई०सी० के कम्प्यूटरीकृत प्रणाली के माध्यम से सीट मैट्रिक्स के आधार पर सीट आवंटित की जायेगी। प्रत्येक अभ्यर्थी के लिए उसके द्वारा अंकित प्रथम वरीयता के विकल्प की संस्था व पाठ्यक्रम के लिए यह परीक्षण किया जायेगा कि क्या उसकी मेरिट एवं आरक्षण वर्ग के आधार पर उसके द्वारा दिये गये विकल्प में सीट आवंटित की जा सकती है? यदि ऐसा नहीं है, तो उसके द्वारा वरीयता क्रम में चिन्हित अगले विकल्प की संस्था व पाठ्यक्रम के लिए यही कम्प्यूटरीकृत प्रक्रिया दोहरायी जायेगी, जब तक उसके द्वारा

दिये गये समस्त विकल्प समाप्त न हो जायें अथवा उसे कोई आवंटन प्राप्त न हो जाये। तत्पश्चात अगले वरीयताक्रम के अभ्यर्थी के लिए यही प्रक्रिया अपनायी जायेगी और इसी क्रम में समस्त अभ्यर्थियों के लिए इस कम्प्यूटरीकृत प्रक्रिया का पालन करते हुए सीटों का आवंटन किया जायेगा, जब तक कि समस्त अर्ह अभ्यर्थियों

की सूची/सीटें समाप्त न हो जाये। 

10. काउन्सिलिंग एवं चरणों की प्रक्रिया

i.

काउन्सिलिंग में प्रतिभाग करने हेतु अभ्यर्थी को सर्वप्रथम अपने लागिन आई एवं पासवर्ड के द्वारा पोर्टल ०डी०

https://jeecup.admissions.nic.in पर लागिन करते हुए अध्ययन हेतु चयनित संस्था पाठ्यक्रम के /

विकल्पों को अधिकाधिक संख्या में पोर्टल पर प्रविष्ट किया जा सकेगा। काउन्सिलिंग के समस्त चरण आनलाइन होंगे। काउन्सिलिंग के समस्त चरणों को प्रक्रिया के आधार पर निम्नांकित दो भागों में विभक्त किया गया। ii.

A. मुख्य काउन्सिलिंग प्रवेश परीक्षा में सम्मिलित उत्तर प्रदेश राज्य के अभ्यर्थियों अथवा ऐसे अभ्यर्थी जो) अन्य राज्य के मूल निवासी हैं, किन्तु उन्होंने अर्हकारी परीक्षा उत्तर प्रदेश से उत्तीर्ण की हो अथवा ऐसे केन्द्र के कर्मचारी जिनका कार्यालय उत्तर प्रदेश में स्थित हो, की सन्तानें

B. विशेष काउन्सिलिंग (प्रवेश परीक्षा में सम्मिलित उत्तर प्रदेश राज्य के अभ्यर्थियों के रूप में चिन्हित उक्त बिन्दु-A पर वर्णित अभ्यर्थियों के साथ-साथ प्रवेश परीक्षा में सम्मिलित अन्य राज्य के अभ्यर्थियों हेतु)

मुख्य काउन्सिलिंग प्रथम, द्वितीय एवं तृतीय चरण, विशेष काउन्सिलिंग चतुर्थ चरण से अन्तिम चरण तक पूर्ण की जायेगी।

काउन्सिलिंग के प्रत्येक चरण में की जाने वाली प्रक्रियाओं यथा-संस्था एवं पाठ्यक्रम का विकल्प चयन, अभिलेख सत्यापन, शुल्क जमा करना, काउन्सिलिंग चरणों के लिए अभ्यर्थन, आवंटित सीट निरस्तीकरण के नियमों, प्रत्येक चरण हेतु अवधि, काउन्सिलिंग प्रक्रिया से विड्राल, संस्था में प्रवेशित छात्र/छात्राओं की रिपोर्टिंग आदि का निर्धारण संयुक्त प्रवेश परीक्षा परिषद, उ०प्र० द्वारा किया जायेगा।

a) अभ्यर्थियों को आवंटित सीट स्वतः फ्रीज होगी। राजकीय एवं अनुदानित संस्थाओं में सीट आवंटन के पश्चात अभ्यर्थियों को सीट एक्सेपटेन्स शुल्क रू-/3000 0एवं रू -/250 0काउन्सिलिंग शुल्क अर्थात् कुल रू -/3250 0 ऑनलाइन जमा करते हुए सहायता केन्द्रों के माध्यम से अभिलेख सत्यापित कराकर शेष शिक्षण शुल्क काउन्सिलिंग शिड्यूल के अनुसार निर्धारित तिथियों में पोर्टल के माध्यम से जमा करना होगा, तत्पश्चात अभ्यर्थी द्वारा औपबन्धिक एडमिशन पत्र डाउनलोड करना होगा।

b) निजी क्षेत्र की संस्थाओं में सीट आवंटन के पश्चात अभ्यर्थियों को शिक्षण शुल्क के 50 प्रतिशत के बराबर सीट एक्सेपटेन्स शुल्क एवं काउन्सिलिंग शुल्क रू0 250/- पोर्टल पर जमा करना होगा, तदोपरान्त अभ्यर्थियों को सहायता केन्द्रों के माध्यम से अभिलेख सत्यापित कराकर औपबन्धिक एडमिशन पत्र डाउनलोड करना होगा। अवशेष शिक्षण शुल्क संस्था के खाते में संस्था द्वारा निर्धारित समय-सारणी के अनुसार जमा करना होगा।

c) पब्लिक प्राईवेट पार्टनरशिप की संस्थाओं में राजकीय सीटों पर आवंटित अभ्यर्थियों को राजकीय एवं अनुदानित संस्थाओं के अनुरूप निर्धारित शुल्क जमा करने के उपर्युक्त नियम लागू होंगे, जबकि निजी क्षेत्र की सीटों पर आवंटित अभ्यर्थियों पर निजी क्षेत्र की संस्थाओं में आवंटित अभ्यर्थियों की भाँति शुल्क जमा करने हेतु उक्त निर्धारित नियम लागू होंगे।

अभ्यर्थी मुख्य एवं विशेष काउन्सिलिंग के प्रत्येक चरण में उपलब्ध करायी गयी सीट विदड्राल की आनलाइन सुविधा के अन्तर्गत सीट एक्सेपटेन्स फीस वापसी का विकल्प चुन सकेंगे। साथ ही ऐसे अभ्यर्थी जिन्होंने सीट एक्सेपटेन्स फीस जमा कर दी है, परन्तु उस चरण की निर्धारित तिथि तक अभिलेख सत्यापित (Document

Verification) नहीं कराये हैं, का संस्था/पाठ्यक्रम का आवंटन स्वतः निरस्त हो जायेगा तथा यह सीट अगले चरण के लिए सीट मैट्रिक्स में जुड़ जायेगी तथा सीट एक्सेपटेन्स फीस वापस नहीं होगी, ऐसी स्थिति में अभ्यर्थी आगामी चरण में प्रतिभाग करने हेतु अनर्ह होगा। तदनुसार विड्राल विकल्प चयन करने की स्थिति में यह धनराशि अभ्यर्थियों द्वारा प्रवेश हेतु जिस बैंक खाते से जमा/भुगतान की गयी है उसी बैंक खाते में आनलाइन

अन्तरित/रिफन्ड की जायेगी एवं अन्य किसी भी बैंक खाते के विवरण पर विचार नहीं किया जायेगा, वापसी की पूर्ण जिम्मेदारी अभ्यर्थी की होगी। अभ्यर्थी काउन्सिलिंग के अगले सभी चरणों के लिए अपात्र माना जायेगा।

आवंटित संस्था में प्रवेश लेने पर अवशेष शिक्षण शुल्क जमा करने वाले अभ्यर्थी मुख्य एवं विशेष काउन्सिलिंग के अन्तिम चरण में प्रवेश की निर्धारित अन्तिम तिथि के पश्चात दो दिन के अन्दर सीट एक्सेपटेन्स फीस एवं शिक्षण शुल्क की वापसी हेतु आनलाइन सीट विदड्राल के विकल्प का चयन काउन्सिलिंग शिड्यूल में निर्धारित तिथियों में कर सकेंगे। परिषद को प्राप्त सीट एक्सेपटेंस शुल्क की राशि परिषद द्वारा तथा अवशेष शिक्षण शुल्क की वापसी अभ्यर्थी की प्रवेशित संस्था के माध्यम से अभ्यर्थियों को प्राप्त होगी।

Vi राजकीय, अनुदानित तथा पी०पी०पी० क्षेत्र की पालीटेक्निक संस्थाओं हेतु प्रवेश क्षमता के शासनादेश तथा निजी क्षेत्र की संस्थाओं हेतु प्राविधिक शिक्षा परिषद, उ०प्र० द्वारा उपलब्ध करायी गयी निर्धारित प्रवेश क्षमता के विवरण सम्बन्धी पत्र के आधार पर संयुक्त प्रवेश परीक्षा परिषद द्वारा संस्थावार, पाठ्यक्रमवार एवं वर्गवार सीट मैट्रिक्स तैयार की जायेगी, जिसके सापेक्ष सीट आवंटन किया जायेगा एवं सीट मैट्रिक्स परिषद के पोर्टल पर अपलोड कर दी जायेगी।

vii. काउन्सिलिंग द्वारा आवंटित अभ्यर्थी हेतु शासन / फीस एवं प्रवेश नियमन समिति, उ०प्र० द्वारा सत्र विशेष के लिए निर्धारित शुल्क से अधिक शुल्क लेने के प्रकरण संज्ञान में आने पर सचिव, संयुक्त प्रवेश परीक्षा परिषद, उ०प्र० की संस्तुति पर सचिव, प्राविधिक शिक्षा परिषद, उ०प्र० की ओर से प्रवेश क्षमता में कटौती अथवा सम्बद्धता समाप्त किये जाने व अन्य आवश्यक कार्यवाही की जायेगी।

अभ्यर्थी अपने औपबन्धिक प्रवेश पावना पत्र (Provisional Admission letter) एवं समस्त मूल अभिलेख यथा अंकपत्र, जाति, आय, निवास स्वास्थ्य प्रमाण पत्र आदि को साथ लेकर सम्बन्धित संस्थान में प्रवेश प्रक्रिया पूर्ण करेगा तथा सम्बन्धित संस्थान को बिना शर्त अभ्यर्थी को प्रवेश देना होगा। यदि अभ्यर्थी को काउन्सिलिंग के माध्यम से संस्था/पाठ्यक्रम आवंटन के पश्चात् संस्थान में किसी भी प्रकार की परेशानी अथवा प्रवेश नहीं दिया जाता है, तो ऐसी परिस्थिति में, संयुक्त प्रवेश परीक्षा परिषद स्तर पर उसके दावे की जांच कराने के पश्चात् सम्बन्धित संस्था में प्रवेश हेतु कार्यवाही करायी जायेगी एवं ऐसी संस्था के विरूद्ध आवश्यक कार्यवाही की जायेगी।

ix. प्रवेश काउन्सिलिंग से अभ्यर्थियों द्वारा संस्था में प्रवेश प्राप्त करने के उपरान्त संस्था के प्रधानाचार्य/निदेशक के द्वारा प्रवेशित अभ्यर्थियों की सूची एन०आई०सी० के पोर्टल पर पी०आई० (Participating Institute) रिपोर्टिंग, काउन्सिलिंग कार्यक्रम में निर्धारित तिथि तक करना अनिवार्य होगा, जिससे प्रवेशित अभ्यर्थियों का प्रवेश एन०आई०सी० के साफ्टवेयर में सुनिश्चित हो सके, जोकि अंतिम प्रवेश के रूप में मान्य होगा।

Χ. प्रदेश की राजकीय, अनुदानित, पब्लिक प्राईवेट पार्टनरशिप एवं निजी क्षेत्र की संस्थाओं के इंजी०/फार्मेसी एवं अन्य पाठ्यक्रमों में प्रवेश आवंटन केवल ऑनलाइन प्रवेश परीक्षा में सम्मिलित अभ्यर्थियों को काउन्सिलिंग के

माध्यम से योग्यताक्रम के अनुसार ही सम्भव होगा। प्रवेश का कोई अन्य माध्यम उपलब्ध/मान्य नहीं होगा।
